CNCA issued《About GB/T 9254.1-2021 Technical Resolution on Implementation of Standard Transition for Certification》，7/1 starts onGB/T 9254.1-2021 takes effect, replacing the old standardGB/T 9254-2008 and GB/T 13837-2012. This means applications still on the old standard must upgrade to the new standard before the next annual audit GB/T 9254.1-2021. Common questions during the upgrade:
Q 1: How are derived certificates upgraded?
A: For certificates derived using“ODM ” derived certificates: the original certificate must be upgraded first, then the derived one. Certificates derived under other models may upgrade alone or after the original. If structure and critical parts still match the original (no critical-part or structure change), the derived certificate can be reissued after the original upgrade.
Q 2 : For power adapters/ How should complete products powered by adapters/SMPS upgrade the standard?
A:
1）08 category finished products must wait for internal/ /external supplies to finish the upgrade first.
2）09/16 category finished products may, based on a company commitment, proceed without waiting for internal/ external supplies to finish first. (The commitment letter is on the client portal.)
3) If certified products are sold without an adapter, according to TC10 resolution, upgrades require supplementary tests with the power adapter (prefer the manufacturer’s adapter; if not provided, the laboratory’s, stating the source in the report). The adapter is listed as auxiliary equipment.
Q 3: What about old-edition certificates already issued?
A: Submit a standard update. The certificate holder applies to the certification body and must finish before the upgrade deadline.
Q 4: What if an old-edition certificate is already in the issuing stage?
A: It depends when the certificate is issued. If it is not issued before 1 July, it will be returned and done to the new standard, possibly with extra update fees.
Q 5: In the factory,If a factory holds more than one CCC certificate, must all be changed, and must all be retested?
A: All certificates must be changed; whether tests are needed is assessed from the original CCC reports.
Q 6：Can a 3C application still in process switch to the 2021 edition?
A: Yes. You may ask the certification body to switch to the new standard, but you need Certificates can be issued only after 1 July.
Q 7：Does changing to the new standard incur fees?
A: There will be a change fee. Whether supplementary tests are needed depends on product category. If the product isCategory 08 (AV products) needs supplementary EMC tests to 9254.1-2021; fees follow the laboratory invoice. Categories 09 and 16 may only need a report-change fee if the product has no telecom port.
